Identity Management Project

Project Description:

The Identity Management project will provide Federal Government with an application of a common system of policies, regulations, business procedures and technologies to establish the identity of those individuals (or enterprises) benefiting from an e-government service or a collection of e-government services. This benefiting community can be split into three categories:

  1. The residents of the UAE whether citizens or non-citizens.
  2. The businesses operating in the UAE.
  3. The employees of the UAE Federal Government ministries and entities.

Vision:

  • Establish a single sign on identity per registering user that enables this user to access all the e-services, included in his authorization profile, via any of the UAE Federal e-Government delivery channels; e.g. the portal web channel, PDA, kiosk, mobile, etc.
  • Integrate with the National ID initiative in a manner that supports the single sign on identity. The nature of such integration remains however to be defined at a later stage.
  • Implement e-Services in a way that transaction logs (records) remain fully auditable with support of full non-repudiation.

Objectives:

  • Establish and implement a registration process which is a part of the identity management system for the portal web delivery channel for the following groups of people :
    • The residents of the UAE whether citizens or non-citizens.
    • The businesses operating in the UAE.
    • The employees of the UAE Federal Government ministries and entities.
  • To serve as a single sign on mechanism for the e-services offered via the portal.
  • Implement an efficient and reliable authentication process.
  • Implement a scalable and flexible authorization process.
  • Implement a user profile management process and the privileges given for each registering category.
  • Generate non-repudiation transaction records which are appropriately bound to the identity of the initiator(s).Agreeing on a set of standards for implementation, in order to have a uniform implementation for all Ministries/entities.
  • Ensuring Security for all sensitive Data & Back End Systems.
  • Marketing of Services.
