Scope of Vision 2021 for justice
Safe public and fair judiciary is one of the six pillars of the National Agenda in line with Vision 2021. The UAE aims to become the safest place in the world by implementing the rule of law and principles of equity and justice, where citizens, residents and visitors feel safe and encouraged to claim their rights and prosper in their lives.
The UAE has set Key Performance Indicators (KPIs) to measure its performance against its targets of 2021. They are:
- Reliability of police services
- Average response time to emergencies
- Road traffic death rate per 100,000 people
- Judicial system efficiency
- Sense of security.
Ranking on justice and safety
The UAE is continuously upgrading its systems in the areas of justice, legislations and security, emergency preparedness, reliability of police services and safety. During the recent years, Ministry of Justice contributed to the adoption of a number of key legislations which have a significant impact on safe business environment and economic movement and maintain the rights of all parties involved.
Ministry of Interior's 2014-2016 strategy aimed to make the UAE one of the safest countries in the world. It involved working towards enhancing the quality of life in the UAE's communities by providing security, traffic reforms and ensuring safety of lives and properties.
According to Global Competitiveness Report 2017-2018 issued by the World Economic Forum, the UAE is amongst the safest countries in the world. Here are the UAE’s ranks in the various sub-pillars:
- Business costs of terrorism - 7
- Business costs of crime and violence - 4
- Organised crime - 7
- Reliability of police services - 5.
The 2016 statistics of the Emirates Centre for Strategic Studies and Research (ECSSR) revealed that 86.5 per cent of people in the UAE are satisfied with their security during the day and 84.5 per cent are satisfied with their security at night.
As per the Violent Crime Index, which measures the decrease in crimes at a rate of 5 crimes per 100,000 population per year, the UAE has the lowest level of violent crimes in the world; lower than that in advanced countries such as the United States of America and Germany.
In the World Justice Project's Rule of Law Index 2016, the UAE is first in the MENA region and 33rd globally for its fair and transparent judiciary system.
In addition, according to the annual Global Competitiveness Report issued by International Institute for Management Development (IMD), Switzerland, the UAE was ranked 5th globally in the Legal Framework Efficiency index 2016.
